IPCEI promotes Europe\u2019s Hydrogen Initiative<\/h1><\/div>

Europe’s central value chains are to be strengthened<\/p>\n

The European Commission\u00a0targets to\u00a0strengthen\u00a0Europe\u2019s competitiveness and global leadership in 6 strategic and future-oriented industrial sectors.<\/p>\n

Hydrogen\u00a0technologies and systems\u00a0have by the European Commission\u2019s Strategic Forum on\u00a0\u201cImportant Projects of Common Interest\u201d\u00a0(IPCEI) been identified as\u00a0one of\u00a0them.\u00a0Therefore, twenty-two EU member states and Norway signed the Manifesto for the Development of a European Value Chain for Hydrogen Technologies and Systems.<\/p>\n

IPCEIs are joint investment efforts by cooperating European companies, supported by Member State government funding.\u00a0The goal is to ensure a breakthrough of European cutting-edge technologies a scheme of nurturing them from research through to first industrial is\u00a0deployed.\u00a0Such\u00a0scheme allows within in the rules of the WTO, that an IPCEI Project can be aided up to the funding gap or up to 100% of the eligible costs, whichever is lower.<\/p>\n

As\u00a0it is\u00a0currently\u00a0not\u00a0planned\u00a0by\u00a0the European Commission to fund the IPCEI\u00a0on\u00a0Hydrogen\u00a0directly,\u00a0national\u00a0funding\u00a0as announced\u00a0within\u00a0the\u00a0Member State\u2019s\u00a0National Hydrogen Strategy\u00a0will be\u00a0allocated\u00a0to the\u00a0undertakers\u00a0participating in\u00a0the\u00a0IPCEI\u00a0on\u00a0Hydrogen.<\/p>\n<\/div><\/div><\/div>

With the focus on Germany, from the date of announcement\u00a0of the call for expressions of interest\u00a0in IPCEI project\u00a0funding\u00a0on the 11th\u00a0of January until 19th\u00a0February, an unexpected high number of\u00a0200 project outlines\u00a0on hydrogen technologies and systems\u00a0were submitted from all over\u00a0the Country. This shows that there is a wide interest in the industry, especially since only five weeks were available for the\u00a0drafting\u00a0of\u00a0a\u00a0comprehensive twenty pages\u00a0project outline with detailed\u00a0forecasting\u00a0financial data.<\/p>\n

All\u00a0submitted\u00a0expression of interests are currently being\u00a0scrutinized\u00a0by the\u00a0Federal Ministry of Economics and Technology\u00a0for completeness\u00a0and consistency. A tough preselection of the projects based on eligibility\u00a0criteria and national budgetary aspects is to be expected.<\/p>\n

Member State\u00a0national\u00a0based\u00a0projects\u00a0and those\u00a0with a\u00a0German\u00a0investment value below EUR 10 million will not pass the defined\u00a0thresholds\u00a0depicted in the \u201cCall for expressions of interest issued for IPCEI on hydrogen\u201d.\u00a0According to the regulations, an IPCEI\u00a0cannot consist of\u00a0a collection of independent projects. Each individual project of an integrated project\u00a0must\u00a0be complementary and necessary for the achievement of the important European objective pursued by the IPCEI.<\/p>\n

Therefore, only\u00a0a\u00a0couple of\u00a0specific projects\u00a0finally\u00a0might\u00a0pass the threshold and\u00a0finally\u00a0qualify\u00a0to\u00a0become eligible for participation in the IPCEI\u00a0on Hydrogen.\u00a0Currently,\u00a0the\u00a0finding\u00a0process is with the Member States\u00a0and the applicants.<\/p>\n

As part of the dialog between the applicant and the member states, the shortlisted project outlines are to be further refined and through adjustments and amendments\u00a0to the project outlines.\u00a0The establishment of the ICPEI\u00a0can be perceived as burdensome and rather lengthy.<\/p>\n

In summary, the\u00a0qualification for\u00a0the\u00a0European\u00a0IPCEI\u00a0Hydrogen\u00a0has\u00a0high\u00a0burdens\u00a0and additionally, it is\u00a0advisable\u00a0for various reasons to\u00a0consider\u00a0the application of\u00a0funding under other programs.\u00a0Also,\u00a0since\u00a0the IPCEI procedure allows co-funding with other funds.
